Pradhan Mantri Matsya Sampada Yojana

The Pradhan Mantri Matsya Sampada Yojana is a flagship scheme launched by Prime Minister Narendra Modi on 10th September 2020 for the sustainable development of the fisheries sector in the country with an estimated investment of Rs 20,050 Crores for its implementation. The tenure set is 5 years which starts from the Financial year 2020-21 and goes up to Financial Year 2024-25. The scheme will cover all the states and Union Territories. It is a part of the Atma Nirbhar Bharat Package launched by the Government of India.

It aims to

  • Adopting ' Cluster or Area-based approaches' and creating fisheries cluster through forward and backward linkages.
  • Focus on the increasing of employment generation activities in the fisheries sector like ornament fish cultivation and or practicing seaweed.
  • The minimizing of critical gaps in fish production and productivity, quality technology, post-harvest infrastructure, and management, strengthening and modernizing of the high-value chain, establishing a framework of robust fisheries management.
  • Consolidating the achievements of the blue revolution and bringing of new interventions like fishing vessel insurance, integrated aqua parks, e-trading/ marketing, etc.
  • Social, physical, and financial security for fishers and fish ranchers.
  • Active fisheries management and administrative structure.
  • Saddling of fisheries potential in an economical, capable, comprehensive, and evenhanded way.
  • Improving fish creation and efficiency through development, heightening, broadening, and beneficial use of land and water.
  • Modernizing and reinforcing of meriting chain - post-reap the executives and quality improvement.

Main targets of the Pradhan Mantri Sampada Yojana

  • The main objective of Pradhan Mantri Matsya Sampada Yojana is the enhancement of fish production by adding 70 Lakh tons by the end of the Financial year 2024-25.
  • Increasing the number of fisheries exports earning to Rs 100,000 crore by 2024-25.
  • Doubling the income of fishers and fish farmers
  • Generation of additional 55 lakhs direct and indirect gainful employment opportunities in the fisheries sector and allied activities.

How is the scheme implemented?

It will be implemented as an umbrella scheme with two separate components namely:

  • Central Sector Scheme: The project cost will be borne by the Central government.
  • Centrally Sponsored Scheme: All the sub-components/activities will be implemented by the States/UTs and the cost will be shared between Centre and State.

  • The government has clarified that ‘Blue Revolution’ or ‘Neeli Kranti’ can achieve the primary spot on the planet in fish creation. 
  • It incorporates MoFPI’s plans, for example, Food Parks, Food Safety, and Infrastructure.
