Shramev Jayate Yojana

The Shramev Jayate Yojana is also known as Pandit Deendayal Upadhyay Shramev Jayate. It was launched by Prime Minister Narendra Modi in October 2014. The scheme is an initiative for the development of industries. It aims to expand the government support for imparting skill training to the workers or laborers.

Important initiatives of the Shramev Jayate Yojana Scheme

The Shramev Jayate Yojana was launched to support the ‘ Make in India’ campaign for encouraging the manufacturing sector. The Government of India took several initiatives under Shramev Jayate Yojana. The five major initiatives of this schemes are:

  • Shram Suvidha Portal
  • Labour Inspection Scheme
  • Launch of the Universal Account Number: The universal account number has been allotted to all the workers. The UAN is directly linked to the Aadhaar Card, Bank account, and other KYC details for their unique identification. The UAN has a complete record of approx. 4.17 crore subscribers.
  • Revamped Rashtriya Swasthya Bima Yojana: It is offering a smart card facility to the workers who belong to the unorganized sector.
  • Apprentice Protsahan Yojana: The Apprentices Act 1961 was enacted for the regulation of the Apprenticeship Training Scheme in the industry for imparting on-the-job training to apprentices undergoing training against 4.9 lakh seats. It is making a significant contribution to the ‘Make in India Scheme’. A major initiative has been undertaken for revamping the apprenticeship Scheme in India after extensive consultation with industry, states, and other stakeholders with the vision of increasing apprenticeship seats to more than 20 lakhs in the next few years. 

What is Shram Suvidha Portal?

The Shram Suvidha Portal was launched for allotting the Labour Identification number to almost 6 lakh units and even allowing them to file online compliance related to 16 labor laws out of 44. The Shram Suvidha Portal was launched on 16th October 2014.

Some of the benefits provided by the Shram Suvidha Portal are given below:

  • Allotment of Unique Labour Identification number for facilitating of the online registration.
  • Facilitating the filing of self-certified and simplified online returns filed by the industry.
  • Allowing mandatory uploading of the inspection reports by the labor inspectors within 72 hours.
  • To ensure the timely redressal of grievances.

The main objectives of launching a portal

The aim of launching the portal is to consolidate information on labor inspection and its enforcement. The major objectives of the Shram Suvidha Portal have been discussed below:

  • To offer accountability and transparency in labor inspections
  • Doing the compliance reporting in a single harmonized form to make the filing simple and easy.
  • Use of key indicators for monitoring and evaluating the performance.
  • To promote the use of Labour Identification Number (LIN) by all implementing agencies.

The Labor inspection scheme

A labor inspection scheme is being introduced by the Government of India  to bring transparency in the whole process of labor inspection:

  • It considers all the serious matters that are mandated in the inspection list.
  • Helps in generating a computerized list of inspections that are based on pre-determined objective criteria.
  • Centrally determining the complaints based on the inspection data and evidence after the examination.
  • There will be a provision of the emergency list for inspection of serious cases in specific circumstances.
  • A transparent inspection scheme will provide a check on the arbitrariness in the compliance mechanism.
