Learning License application process in Delhi

The Motor Vehicles Act of 1988 has made it compulsory for all individuals to obtain a learning license first to get a permanent driving license. Application for a learner’s license can be done either online or offline according to your convenience. Types of learning licenses you can apply in Delhi

An individual must obtain a learner license of a certain class of vehicle before applying for a permanent driving license for the same. When it comes to driving license in Delhi, it is offered under the following categories - LMV or Light Motor Vehicles, Transport Vehicles, and Motorcycles without Gear.

Driving license for light motor vehicles: This class of driving license can be applied by the people who are willing to drive a light motor vehicle such as bikes or cars. To get this license, an applicant must be at least 18 years old.

Driving license for transport vehicles: The individuals who want to drive carrier vehicles such as private service vehicles, trucks, taxis, etc can apply for this driving license. The applicants should be at least 20 years old or above.

Driving license for motorcycles without gear: You can apply for this kind of permanent driving license if you wish to ride a scooter or moped that does not have a manual gearbox. The applicants should be above 18 years of age to procure such a license.

Delhi learning license eligibility criteria

To apply for a learning license in Delhi, you need to meet the below-mentioned eligibility:

  • The applicant must possess an Aadhaar card
  • The applicant’s educational qualification should be 8th pass to apply for the learning license for transport vehicles
  • If the applicant is differently abled, he or she can only apply for Invalid Carriage vehicles and the Driving Ability Certificate and the Disability ID Card or Certificate needs to be uploaded
  • The applicant should be aware of the traffic rules and regulations
  • The applicant must have a valid address proof document to upload if the present address is different from permanent address

Documents required for a learning license in Delhi

Applicants need to submit the following documents at their respective RTO:

  • Application in Form no 2
  • Medical Certificate Form 1-A (only for persons applying for transport license)
  • Self-declaration of physical fitness in Form-1
  • Proof of age such as Ration Card, Life insurance policy, passport, voter ID card, birth certificate or school certificate or Age certification by a registered medical practitioner
  • Residence proof such as Aadhaar card, voter ID, passport, ration card, electricity bills, house tax receipt, or recent phone bills
  • Recent passport size photographs
  • Proof of citizenship (Valid visa, work permit) for overseas applicants
  • If you are applying for learners for transport vehicles, you must give a copy of your driving license of LMV (in use for at least a year)
  • Application fee

Each of the above documents must be attested by a Gazetted Officer or Notary Public.

How to apply for a learning license in Delhi?

To apply for a learning license online in Delhi, the applicant is required to visit their respective state's transport website i.e. https://transport.delhi.gov.in/home/transport-department. Then, you need to fill the application form 2 and submit it, along with other requisite documents. The documents will be verified after which a driving test will be conducted. If you pass the test, you will be issued your learning license in a few days. Alternatively, you can also apply for the license offline through your nearest RTO where you need to visit with your application form along with the required documents and the fee.

How to check your learning license application status in Delhi?

The status of your learning license can be checked either online or offline by visiting your nearest RTO. For an online check, the applicant is required to visit his/her state's transport department official website and enter details such as receipt number, license number, name, and date of application. Once these details are submitted, the status is displayed. In the offline process also, you need to provide necessary information to your RTO such as license number and application number to your RTO.

How can you make corrections in your learning license?

If an applicant wishes to make any changes in their learning license, they need to forward a written application along with the relevant documents with the correct information. Remember, this can only be done in the same RTO which issued your original learning license. Once approved, you can collect your license with the correct information on the same day. You will be charged a small fee for this. 

How to apply for a duplicate learning license?

  • If in the case you have lost your learning license and wish to apply for a duplicate learning license, then you can follow these simple steps:
  • Candidates are required to fill an application form requesting the issuance of a duplicate learner license and submit it to the RTO where the learner license was issued originally or last renewed.
  • The candidate will also be required to present documents like address proof and identity proof.
  • The applicant will also have to furnish information including learner license number, applicant name, parent’s name, date of learner license issue, and date of birth.
  • The validity for the duplicate learner license will be the same as the original learner license and the duplicate learner license will be sent to the address of the applicant.

The below-mentioned documents are required when applying for a duplicate learner’s license in Delhi:

  • Correctly filled application form or Form LLD
  • In case the license was stolen or lost, a copy of the FIR lodged with the police
  • Original learning license details

The test procedure for getting a learning license in Delhi

It is mandatory to obtain a learning license before applying for a permanent driving license in Delhi. To apply for a learning license, an applicant needs to appear for a learning license test online that will assess their knowledge of traffic rules and regulations. The test is conducted as per the rules of the Motor Vehicles Act which candidates are required to pass. If you pass the test, the learning license will be issued. However, if the candidate fails the test, then he/she can re-appear for it after 7 days.
