In January 2017, the Central Motor Vehicle Rules were amended for the 22nd time which brought the changes in the fee structure of all the types of licenses i.e. learner’s license, driving license, an international driver’s license, fitness certificates, and new vehicle registrations. Here, we have listed all the new as well as old changes in the fee structure in the table.

The procedure of online payment for Driving License and Learning License
You can easily make your payments for driving or a learner’s license through an online portal known as ‘Parivahan’. It has been launched by the Ministry of Road Transport and Highways. Below given are the steps that you need to follow to make a successful payment online:
Step 1: Visit the Parivahan website at https://parivahan.gov.in/parivahan/
Step 2: Go to the “Online Services” tab.
Step 3: Now, select “Driving Licence Related Services” from the drop-down menu.
Step 4: Once redirected, select the state in which the license will be issued from the drop-down menu.
Step 5: Click on the “Fee/Payments” tab once redirected to the next page.
Step 6: Once redirected again, read the fee payment instructions, and click “Proceed”.
Step 7: Enter the details on the next page including Application Number and DOB.
Step 8: Select “Click Here to Calculate Fee” and check the details.
Step 9: Choose the bank or payment gateway through which you wish to make the payment.
Step 10: Click ‘Pay Now” to complete the payment.
